- hard tops better for the elements, but much more expensive, more difficult to store, often broken into even if it's empty, more work to put up and take down, taller might hit garage gates, etc.
- cargo racks are often left on permanently, but items exposed to the elements, easy to remove, easy to touch up if scratched or bent, can fit odd shaped items that stick out or too tall, etc.
There's a funny video in Europe about a group arriving in a country with the hard shell roof carrier. A short time after they parked to eat at a restaurant, two African migrants came out of the hard shell. The driver kept shouting "where's all our luggage?" (Hijackers walked off.)

Yes, the hitch-mount was around $140 last time I was at Costco (and $160 online) so definitely on clearance in that photo.
It is branded as Kilimanjaro but looks identical to the DK2 HCC602 that was posted on here for $90 in January. I bought the HCC602 and assembled it a couple weeks ago - quality seems really good for occasional use.
The Costco model also adds an anti-rattle bracket that doesn't come with the DK2.

I was able to price adjust at Beaconhill Calgary today at the clearance price. The hitch mounted one was regular price.

First time I ever heard of a warehouse price matching another warehouse. I've tried many times over the years and the answer was always no in Greater Vancouver.

None of the Costco photos show it folded up like your other store's link.
That suggests the Costco version also folds up. Maybe that's common to all rear carriers.

Cargo basket is a pretty niche product. For most users, cargo box is a better option.
Basket:
+ price
+ can accommodate large, heavy, or odd shaped items (e.g. tyres)
- limited volume (that can be realistically used)
- cargo is exposed to elements
- wind noise
- hit on fuel economy
Box:
+ aerodynamic shape (less noise, lower impact on fuel economy - expect +1-1.5 l/100km at 100kph)
+ cargo is protected from rain, bird s#!t, etc
+ can pack loose items: dump camping chairs, sleeping bags, pads, tents, skis, tennis rackets, squirrels, etc. into the box and go
+ boxes come in variety of sizes (long, tall, flat, etc - optimize per the use case: will you carry skis? camping gear? pianos? migrants?)
- price (look for sales and/or car dealership specials, e.g. Volvo used to sell rebadged Thule boxes at a fraction of the price)
- can't carry things that don't fit in the box (e.g. tyres)
- need to be mindful when packing heavy objects, lest they could roll around or continue traveling independently in case of a collision or hard brake
- need to be mindful of height restrictions at parking garages, etc (less so compared to having roof-mounted bike racks)
It does not take much time or effort to install/remove a box with a modern "claw" type attachment system. Having a second person handy helps, however.
I wouldn't drive around 24/365 with either.

Pictures of it on a Jetta. Bag seems like decent quality, will be trying it out this weekend.
I just installed mine too this morning on Thule aeroblades. It looks good and feels solid. I did feel though that while tightening the U bolts it felt like it was never ending because the things just keeps bending. So I just stopped when I felt it was on snug enough. For the bag, I actually like that it's a bit slimmer. Seems like it would have less drag. It also looks better Imo than a taller bag.

You are absolutely going to get destroyed on gas mileage
I wouldn't be surprised to see 5-6L/100km hit on gas powered vehicles
Took it for a trip to Long Island, NY from Woodstock, ON. Roughly 3L per 100km more. And it was in Winter time. Definetly not 5 or 6L.
